The idea of a cheapo electric earthsaver is nothing new; electric cars go back over a century. In fact, the biggest selling road-licensed electric car of all time remains the Citicar, produced by a Florida company called Sebring Vanguard. About 3000 of these ungainly zap-hazards were sold between 1974-76, at the height of OPEC II. With a top speed of 40 they weren't much more than a glorified golf cart. I don't know how many survive, but I happened upon these two last year at a local swap meet.
Doesn't Ed Begley Jr. have one(several??) of these?
